For this assignment, imagine you are part of a consultancy group that has been asked to begin the process of writing a policy report to advise the local government in Kathmandu, Nepal. As with all such consultancies, you have limited time and resources to conduct your study. The task of your initial report is to provide a mission statement, identify a key area for further research and create initial suggestions on measures to improve Kathmandu’s air quality. Full details are below.
For the purposes of this assignment, your group will approach this task from (1) an ecomodernist; (2) a resilience; and (3) a political ecology perspective in turn. Ech of these perspectives would approach the issue of improving Kathmandu’s air quality in different ways. They would ask different kinds of questions, look for different kinds of information, and produce different kinds of recommendations.
For this assignment, you will respond to the above materials from (1) an Ecomodernist; (2) a Resilience; and (3) a Political Ecology perspective. Working from those three perspectives in turn, you need to complete three tasks:
First, you need to come up with a mission statement that will orientate your approach to addressing air pollution issues in Kathmandu. A mission statement is a short paragraph (2-3 sentences) that sets out your principles and goals for addressing the issue at hand. The mission statement should outline general principles and normative statements for dealing with an issue rather than specific policies. It should therefore establish in broad terms what you aim to achieve and why. Put simply, from each perspective, what will success look like?
Second, you have some money to hire local university students to run a rapid research study to find out more information about this situation. However, there is only funding and time to run one such study. So, working from your perspective, identify the issue for which you most need further information to help orientate your activities and recommendations. You could get the research team to dig into any further aspect of this situation, so what would you most want to know and why? Justify your choice!
Third, the head of the government agency that has hired you is impatient and wants to hold an afternoon workshop and orientation session next week with other officials to get the ball rolling. She has asked you to come to the workshop with two draft policy priorities. The first would be a short-term policy priority to be achieved within a two year horizon. The second would be a medium-term policy priority to be achieved within a five year horizon. What policy priorities might you recommend for discussion with the government officials? These should reflect closely each perspective in turn.
Remember, do this assignment first from an Ecomodernist perspective; then a Resilience perspective; then a political ecology perspective. You can use up to 500 words for each perspective (references excluded).
